Aqueria International is a specialist gaming and lottery consultancy founded in 2009. Our team of senior lottery consultants brings over 20 years of experience in operational leadership, product innovation and regulatory support across Europe, the Middle East, Southeast Asia and the Americas.

The Aqueria team members have completed 17 State Government and regulatory assignments, participated in World Lottery Association (WLA) and European Lotteries (EL) initiatives and advised on several lottery technology procurement processes.

Kon Kalemis
Managing Director

Kon Kalemis is an international lottery and gaming strategist with direct experience across regulatory, operational, commercial and product-development assignments within the gaming, lottery and consumer engagement sectors.

He entered the lottery industry in 2008 through Neurosoft S.A. (C.C.O.), at the time strategically associated with OPAP and Lottomatica, before joining Camelot Global in 2010 as Head of Business Development. During this period, he was involved in international lottery development initiatives, commercial strategy and market expansion activities across multiple jurisdictions.

In 2010, he established Aqueria International, a specialist consultancy focused on lottery operations, licensing frameworks, digital transformation, market assessment, product innovation and strategic advisory services for operators, institutional stakeholders and industry participants.

Over the past decade, Kon has worked on projects and advisory assignments spanning Europe, Southeast Asia, Africa and the Middle East, including emerging and regulated gaming markets. His experience includes participation in licensing and procurement processes, operational and commercial reviews, regulatory framework development, digital gaming strategies, player engagement models and institutional advisory support.

He is also the creator of PaaLs (“Prizes as a Lifestyle”), a non-zero-sum prize draw and consumer engagement proposition designed to combine lottery entertainment with financial inclusion, customer rewards and structured social impact mechanisms.

Kon is recognised for combining strategic commercial thinking with practical operational understanding, particularly in relation to the evolution of lottery products, digital consumer engagement and sustainable long-term participation models within regulated markets.

Kon holds a Bachelor Degree in Humanities from Monash University, Australia.

Ian Arnold
Operations Director

Ian Arnold is a senior executive and advisor with more than 35 years’ experience assurance and risk management roles. Ian joined Camelot, the UK National Lottery operator, as technology risk lead in 1997, working with the operator to build enduring relationships with key lottery vendors including IGT and Scientific Games. He then led Camelot’s Internal Audit function and became Head of Regulation prior to the successful bid for the 3rd UK National Lottery License.

During his time at Camelot he led the assurance activities relating to the development and launch of EuroMillions and the £1 million Scratchcard games series. He was also part of the WLA and EL working groups that developed the Responsible Gaming Framework and Standards.

After leaving Camelot, he became Head of Global Regulation for Playtech Plc, and founded his own Lottery Consulting business (UCAN). In 2014 he joined KPMG UK where he had a 10 year career working with businesses across all industries including as a member of KPMG’s Global Gaming Centre of Excellence (CoE).

Ian joined Aqueria’s Lottery Consultants’ advisory team after leaving KPMG in 2025. He also provides services to the UK & Ireland Chartered Institute of Internal Auditors, and is a Certified Information Systems Auditor (CISA).

He holds an Executive Masters in Business Administration from Ashridge Hult Business School.

Teemu Lehtinen
Institutional Partner & Regulatory Compliance Director

During the last twenty years, Teemu Lehtinen has worked with several Fortune 500 businesses, non-governmental organisations and politicians as well as European public administrations to help them in their strategy towards policy, regulation and crisis management.

Currently Teemu is a leading lobbyist of the gambling sector in Greece representing a wider variety of interests related to online gambling. In this field, he has worked with the Remote Gambling Association in Athens, the largest Greek sports betting company in Brussels and a Chinese venture capital firm on matters of regulatory compliance in London and Isle of Man. Until 2014, Teemu was in charge of Betfair PLC’s public affairs in Greece, Cyprus, Nordics and Brussels.

Before joining Betfair in 2010, Teemu was Executive Vice-President of Communication Effect, a leading Greek communications agency and exclusive affiliate of Edelman. From 2002 to 2007, Teemu was Managing Director, Public Affairs of Edelman in Brussels. He started his Brussels career in 1996 when he joined EPPA, a large privately held public affairs firm.

Teemu joined the Aqueria Lottery Consultants team in 2014.

Teemu holds an M.A. in political science from Helsinki University and has a degree from the Strasbourg Robert Shuman institute of political studies. He is proficient in seven languages.

Matt Osgood

Matt Osgood is  an experienced multi-jurisdictional lottery executive and expert. Matt has worked with lottery clients in the EU, Ireland, continental Europe and North America developing marketing strategies, gaming innovation, customer engaging key moment narratives. His role was instrumental in the growing the EuroMillions to an over £1bn brand for the UK National Lottery.

Matt designed and led the campaign to grow the Irish National Lottery customer base by 66% and sales by 12% within 12 months, worked with the French Lottery counterparts to develop the EuroMillions and growing it across 10 European markets. He designed and launched the guaranteed UK millionaire raffle game – the most successful new game launch since Lotto in 1994 – subsequently replicated by lotteries in France, Italy, Spain, Portugal and across Canada – which made a world record of 100 millionaires in one single draw at the London 2012 Olympic opening ceremony and to date has delivered over £3bn in incremental revenues.

Most recently Matt has worked with LottoLand multijurisdictional platform and advised TNS International in their efforts to extend secure communications services to lottery industry.

Matt joined the Aqueria Lottery Consultants team in 2020.

David Evans
Director of Consumer Insights and Research

David Evans is a senior executive with deep subject-matter expertise in the global lottery sector, working with clients across the USA, Canada, Europe, and the UAE. His core expertise include product innovation and next-generation lottery products, player research and insight, market analysis, and the development and execution of effective operational marketing strategies.

David has over 25 years of gaming experience, having worked in the lottery industry since 1996, building extensive experience across multiple markets and gaming verticals. His career began at GTech, followed by a move to Camelot Global in 2009. He later broadened his expertise by working across Bingo, Casino, and Slots, before returning to Camelot in 2016 as a consultant. During this period, he played a key role in transforming sales performance for the Irish Lottery and contributed to the 4th UK National Lottery license bid.

David has also been involved in supporting UAE Lottery operator Ewings LLC, helping to develop its existing gaming portfolio and bid for the UAE Lottery license. This work led to his recommendation to support the current operator, Momentum, with game development and growth strategy.

David’s extensive lottery expertise has contributed directly to significant revenue growth for lotteries worldwide. Notable achievements include supporting the California Lottery during its fastest-growing years (FY11 and FY12), delivering a successful game change and price increase across Canada’s five provincial lotteries for Lotto 6/49, and helping to rejuvenate UK Lotto through the introduction of a new game feature that has increased both sales and player participation.

In 2022 David joined Aqueria Lottery Consultancy, where he continues to advise lotteries on growth, innovation and player engagement.

David holds a Bachelor’s degree in Business and professional marketing qualifications from the Chartered Institute of Marketing. He studied at Thames Valley University, England.

Nic Beredimas
Director of Operational Infrastructure

Nic is a strategic thinker who functions well in a matrix environment with over 30 years’ Project Manager experience in: IT, Business Management & Process Re-engineering, Finance, Government, Education and Training.

Nic has worked in some of Australia’s and South East Asia’s largest companies and tertiary institutions implementing new IT and Business Process Systems & Optimizations, Change Management, EDMS, BPR, CRM, Data Centres; and subsequently assisting these companies to upskill their staff to implement and use the new technologies.

He has worked on mobile and cloud implementation including UI and UX, data migration and offshore storage, security upgrades and penetration testing. Nic is able to work well with all stakeholders from senior executives & government ministers, to technical staff, vendors and suppliers to ensure open communication channels so that the projects are delivered on time, to budget whilst meeting all quality and security requirements.

Nic holds a Masters Degree in Education (Training), a Graduate Diploma in Education and Training, Graduate Certificates in: Leadership & Education and Training, Advanced Diploma Management, Advanced Diploma Marketing, Diploma Project Management, Diploma Applied Science, Prince2 accredited and is a professional member of the Project Management Institute (Melbourne Chapter)

Anastassios Evangelou
Project Management Director

Anastassios has in excess of 25 years’ experience in IT Project management predominantly focused, in the Banking and Insurance Industries.

Starting his career in the early 90’s he had the opportunity to work with various companies developing S/W for commercial purposes and evolved to the role of a Senior Solution Manager with Unisystems S.A., – the largest Systems Integrator in Greece.

His IT DNA consists of both Technical and Business Optimization expertise with core areas of involvement: BI-Business Intelligence, Data Warehousing & Management,  CMA-Content Management & Archiving, BPM-Business Process Management, BRMS-Business Rules Management Systems, Electronic Invoicing, Cloud Sizing & Modelling Systems and Mobile Applications.

Currently he is focused in e-commerce / Interactive Technologies with a strong interest in Big Data Analytics and the “Internet of Things” arena as he believes, this to be the next big thing.

Anastassions joined Aqueria’s Lottery Consultants team in 2013.

Anastassios studied Civil Engineer at Technological Institution of Crete and combined these studies with: Computer Analysis & Programming, IT Systems Architecture, Business Administration and Application Analysis.
